Increased testing availability

Up until this point, testing has not been very widespread. It’s been difficult for even people with all the right symptoms to get a test, and testing has even been discouraged. More data might make the curve scarier.

The up side is that we would have better data - and know that the proportion of cases in the hospital and ICU would be lower.

This effect might compete with shelter in place. To tease part the two effects, we would need more information.
